Assignment Title: Request for Expression of Interest (REOI) for
Provision of Consultancy Services to Conduct Training on the Operation
and Maintenance of Flake Ice Machine and Chilled Store Equipment at
Robertsport Fish Landing Site Cluster

1. Background
The National Fisheries and Aquaculture Authority (NaFAA) with support from the
Icelandic Government request for Technical Assistance to Support the training of
operators and management team of the chill and ice store, ice flake machine in
operations and maintenance and efficient use of the equipment at the Robertsport Fish
Landing Site cluster in Liberia.
The installation and operation of the chill and ice store and the ice flake machine at the
Robertsport landing cluster were the last key equipment remaining to make the Fish
Landing facility fully functional. The chill and ice store equipment, and flake ice
machine have been delivered at site and installed in February 2019.
A technician, from the manufacturer of the chill and ice store, Frigor box, supervised the
installation of the chill and ice store in early January 2019.
The ice flake machine, manufactured by Tucal of Spain, arrived in Robertsport and was
installed in mid February 2019. The machine was fully assembled and is a “plug and
play” i.e.. A technician from the manufacture was not available for assisting and
supervising the installation. However, a video instructional manual from TUCAL was
sent to assist a management team at Robertsport, including an electrician and a team of
experienced local technicians from a refrigeration service company with the
installation. The training of the local management team is required to ensure the
proper use and maintenance of the equipment.

2. Objective of the Assignment
The Robertsport management team and locally hired refrigeration service firm have
installed the chilled stores and flake Ice machine supplied by Frigor Box of Italy and TUCAL
of Spain.
The selected refrigeration technician is expected to provide training for operations and
maintenance of the flake ice machine and provide training on the most efficient use of the
cold store and ice machine. The technician is therefore mainly meant to provide practical
training assistance and supervision in collaboration with the local team that is responsible
for the operations and maintenance of the equipment.

3. Scope of Work and Task
General Responsibilities:
The key responsibilities of the consultant will include, inter alia:
 Conduct a check over of the newly supplied 5 tonne/day ice machine as delivered to
Robertsport.
 Assist and support the Robertsport management team, and the locally hired service
company, to understand the operations of the machine.
 Assess the connection of the power and water supplies to the new machine.
 Supervise the commissioning and trial operation of the machine with the Robertsport
team during the training, and coordinating with the manufacturer in Spain where
necessary.
 Rate the output of the machine in the circumstances in Robertsport, in particular the
water supply temperature and recommend additional methods of ensuring cool clean
water supply.
 Train the operating team in all aspects of the operations of the ice machine including
balancing water flow and pressures, efficient use of power, methods of storing ice and
preventing excess waste, accounting for all ice made.
 Establish operating procedures for the team to follow after the training to include all
maintenance procedures, record keeping and methods of ordering spare parts.

4. Required Qualifications, Experience and Competencies
The ideal candidate is expected to have the following qualifications:
 A Mechanical or Refrigeration engineering certificate of competence, Electrical
Engineering or related fields of study,
 At least 5 years experience in the operation and maintenance of fisheries processing
machinery and equipment including ice making, chill storage and electrical generating
machinery.
 Substantial experience or know how of operating, managing and maintaining a flake ice
machine and cool stores.
 Technical and practical skills, training and/or education relevant for the assignment.
 Good communication and team work skills.
 Willingness to provide support and guidance to local management team in Robertsport,
Liberia.
 Ability to work effectively and independently without supervision.
 Excellent communication skills, both written and oral and, have the ability to compile
reports quickly within deadlines.

5. Duration of the Assignment
Two (2) weeks Fixed Term Appointment (FTA), subject to review and possible
extension, based on satisfactory performance and availability of funding.

6. Reporting Arrangement
The Consultant will report to NAFAA Director-General through the Project Coordinator of
WARFP Liberia.

7. Duty Station: The consultant shall be stationed at the Robertsport Fish Landing Site
Cluster, Robertsport City, Grand Cape Mount County.

8. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16,
and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016
and revised November 1, 2017 and August 2018 setting forth the World Bank’s policy
on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant Selection (ICS)
method set out in the Consultant Guidelines. The selection process, as described, will
include a review and verification of qualifications and past performance, including a
reference check, prior to the contract award.

5.0 Duties of WARFP/NaFAA

The key responsibilities of WARFP/NaFAA shall include, inter alia:

  • Provide the needed support and access to project sites;
  • Provide documents, data and access to information relevant to the assignment;
  • Provide ideal work environment, including access to internet and computer, as may be necessary;
  • Monitor and supervise implementation of the terms of reference by the consultant,
  • Review and provide comments and feedback on reports and other outputs by the consultant;
  • Assign counterpart to work with consultant with the aim of transferring knowledge and having ownership of the final documentation.

6.0 Qualification, experience and competencies

The eligible candidate must have the following minimum qualifications:

  • A Mechanical or Refrigeration engineering certificate of competence, Electrical Engineering or related fields of study,
  • At least 5 years’ experience in the operation and maintenance of fisheries processing machinery and equipment including ice making, chill storage and electrical generating machinery.
  • Substantial experience or know how of operating, managing and maintaining a flake ice machine and cool stores.
  • Technical and practical skills, training and/or education relevant for the assignment.
  • Good communication and team work skills.
  • Willingness to provide support and guidance to local management team in Robertsport, Liberia.
  • Good English communication skills are required

7.0 Contractual conditions:

  • The technician will be contracted for 2 staff weeks
  • The technician will report, as relevant, to the World Bank Task Team Leader (TTL) and NaFAA through the Liberia PIU Project Coordinator.
  • The technician will undertake a mission to Robertsport, Liberia, where he will undertake his assignment foreseen to take place within 2 weeks.
  • Duration of Assignment

The assignment is expected to be concluded within a 2-weeks period.

  • Reporting Arrangement
  • The technician will report, as relevant, to the Icelandic Government Task Team Leader (TTL) and NaFAA Director General through the WARFP Liberia PIU Project Coordinator.
