Department of Human Resources

Mr. Siekula T. Vannie

B.A, M.A

The Department of Human Resources and Manpower Development is to ensure the staffing, defining and designing of work activities of NaFFA staffs with the goal of maximizing the productivity of the institution by optimizing the effectiveness of the employees.

The Department is headed by Mr. Seikula T. Vannie, a seasoned manager with about twelve years of public sector experience, with the most recent being the Director for Human Resources and Manpower Development in the office of the Vice President of the Republic of Liberia up to January 2018.

He has an International Master in Education Management from the East China Normal University (2014) and an Undergrad in Sociology and Public Administration from the University of Liberia (2012). He is a member and current Vice President for Governmental Affairs of the Association of Liberia Human Resource Professional.


Department of Administration & General Services

Mr. Samuel T. Tugba

B.Sc, MA.

The Department is primarily responsible for planning, directing and administering the administrative programs and activities of NaFAA through coordinate Departments and staffs. The task includes, but not limited to directing the operations of purchasing services, office management, asset maintenance, among others.

With a Master in Ports and Shipping Administration from the Regional Maritime University in Accra (2013), he possesses a rather strong technical knowledge of the Fisheries sector specifically ports and ship management, maritime administration, marine operations and logistics, marine insurance and maritime law, among others.

With a Master Degree in Ports and Shipping Administration from the Regional Maritime University in Accra (2013), he possesses technical knowledge of maritime administration, marine operations and logistics, marine insurance and maritime law, ports and ship management, and maritime safety and environmental protection. He is credited for his extra skills in mediation and problem-solving, effective management, technical and supervision, group management and representation, as well as good oral and written communications skills.

He has bagged several Professional Certificates in Audit, Investment and Business to include: Certificate in Informative Tertiary Training Seminar on Investment and Entrepreneurship-TICEIT Foundation Accra, Advanced Audit Training-EU, International Standards on Quality and Control (ISQC)-EU, International Financial Reporting Standards (IFRS)-EU, among others. His Undergrad is in Economics from the Cuttington University (2010).


Department of Procurement

Mr. Patrick B. Kiadii

B.A, M.A

The Procurement Department is responsible for procuring goods and services, issuing bid invitations, requesting for proposals and quotations, and issuing contracts on behalf of NaFAA.

With a transitional budget for a period of four (4) months and funding from the European Union, the Procurement Division has procured several essential goods and services to keep the Authority functioning. The procurement of those items was guided by a procurement plan approved by PPCC. The Department has achieved an approved Procurement Protocol, to which it was instrumental in developing and is also in the process of developing a Procurement Manual to guide the procurement processes of NaFAA.

He holds a Master Degree in Public Sector Management from the Ghana Institute of Management and Public Administration and a Post Graduate Diploma in Public Procurement Management from the University of Liberia. He has an Undergrad Degree in Economics from the University of Liberia, and is a member of the Chartered Institute of Procurement and Supply (CIPS), UK.


Department of Policy planning and Investment

Mr. Alexander Dunbar

BA, M.Sc.

This Department is primarily responsible for the formulation and analysis of fisheries policies and programmes, as well as assessment of impact on both fish stock and users. It also coordinates the preparation of NaFAA’s Annual Plan, Budget and/or reports.

The Department is headed by a young professional, Alexander Dunbar, with background in Environmental Governance and Economics. His Research objective is in Governance and the sustainable use of fisheries resources and livelihood of adjacent communities to avert tragedy of the commons through research base policy decisions. With an MSc. in Environmental Governance from the University of Nairobi (2017), alongside several Professional trainings in Environmental law and peace policies, Integrated natural resource management, and Environmental communication and advocacy, he brings a lot to the Department to ensure the overall objectives of NaFAA is achieved.
