Assignment Title: Facility Engineer for RobertsportFish LandingSite ClusterThe Government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) is commencing the preparatory process for theLiberia Sustainable Management of Fisheries Project” (LSMFP)with fundingfromthe World Bank Group, and requires the services of a Facility Engineer for Robertsport Fish Landing Site Cluster. The Fisheries Facilities Engineer is required as an engineering advisor to the local management team at the Robertsport fish landing cluster. The Facilities engineer would be supported by NaFAA, assigned as advisers to the CMA with the objective of supporting the CMA to manage and maintain fish processing equipment and generators for fish reception and processing at the Fanti town site, with outreach to the Kru and surrounding communities that make up the CMA, to demonstrate the business case to define the long term use of the equipment.The National Fisheries and Aquaculture Authority (NaFAA)now invites eligible individual consultants to indicate their interest in performing the Services. Interested Individual Consultants should provide updated Curriculum Vitae (CV) and relevant documents indicating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria includesthefollowing qualifications:

The eligible candidate must have the following minimum qualifications:

A Mechanical, Electrical or Refrigeration engineering certificate of competence, Electrical Engineering or related fields of study,

At least 5 years’ experiencein the operation and maintenance of fisheries processing machinery and equipment including ice making, chill storage and electrical generating machinery,

Fluent in oral and written English,

 

Capacity to work and live in rural communities

;Experience in West African Fisheries is an advantage.

Ability to work effectively and efficiencyin supervising people with diversebackground.

Excellent communication skills, both written and oral in English, have the ability to compile reports quickly within deadlines.

TERMS OF REFERENCE (FACILITY ENGINEER)1.BackgroundThe Government of Liberia through the National Fisheries & Aquaculture Authority (NAFAA) has received a grant from the World Bank Group in support of the Sustainable Management of Fisheries Project (LSMFP) inLiberia and intends to apply part of the proceeds towards the recruitment of aFacilities Engineerfor the Robertsport Fish Landing Site cluster.The National Fisheries and Aquaculture Authority (NaFAA) through the West Africa Regional Fisheries Program (WARFP) has built a fish handling facilities at Robertsport, with the aim to reduce post-harvestlosses and increase value added and trade in fish product through development of an effective fish value chain. Currently, the amount of fish that may be landed, processed, stored and transported from the site can only be estimated. There is not yet enough information to inform a business prospectus.The requirement is for a Six(6)monthsperiod to establish the pattern of possible landings and assist all the communities of Robertsport to make use of and derive benefit from the site.2.ObjectiveThe Fisheries Facilities Engineeris required as an engineeringadvisor to the local management team at the Robertsport fish landing cluster. The Facilities engineerwould be supported by NaFAA, assigned as advisers to the CMA with the objective of supporting the CMA to manageand maintain fish processing equipment and generatorsfor fish reception and processing atthe Fantitown site, with outreach to the Kru and surrounding communities that make up the CMA, to demonstrate the business case to define the long term useof the equipment.3.Scope of Work and TaskGeneral Responsibilities:The engineerwill support operationsof the Robertsport cluster with the intention of establishingand sustaining aplant maintenance procedure for all equipment at the cluster to ensure their optimum use and longevity, while moving to operating costs recovery over the period. The key responsibilities of the facilities engineerare as follow:1.Supervision of business operations in the absence of thefacilities manager;2.Train operators in the maintenance of the site refrigeration and power systems, buildings management and maintenance and site safety3.Train operators in the business of ice making, ice storage, ice delivery to customers and payment systems4.Train operators in the management of chill storage, reception, packing, stacking, rotation of stock and payment systems5.Train operators in the operation of power generators, site distribution and safety and methodsof cost recovery6.Supervise lease holders of fuel supplies to ensure site safety and compliance with environmental regulations 7.Provide monthly summary report and quarterly detailed progress reportto project coordinator

 

8.Carry out other duties as may be assigned by the management team and project coordinator4.Qualifications and ExperienceThe eligible candidate must have the following minimum qualifications:
