Assignment Title: Environmental Safeguard Specialist
The Government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA)
is commencing the preparatory process for the ‘Liberia Sustainable Management of Fisheries
Project” (LSMFP) with funding from the World Bank Group, and requires the services of an
Environmental Safeguard Specialist.
The objective of this assignment is to support the project team in effective identification of Environmental and Social Risks & Impacts, planning, implementation and monitoring of the safeguards measures and management plan as required by the Government of Liberia and the World Bank’s Environmental and Social Framework/ Policy for Investment Project Financing. This includes providing an overall environmental management oversight during the implementation of the project, supporting and advising the client in addressing a variety of environmental issues at all the stages of the implementation of the project and in environment related training/awareness raising and coordination activities.
The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible individual consultants to indicate their interest in performing the Services. Interested Individual Consultants should provide updated Curriculum Vitae (CV) and relevant documents indicating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria includes the following qualifications:
Minimum of 5 years of professional experience on safeguards at regional or national level and with experience of ESIA and environmental protection processes/activities for infrastructure projects in Liberia. Additional experience in preparations of ESIAs, ESMFs, ESMPs or implementation relating to infrastructure construction programs and climate change analysis are desirable.
Prior familiarity with World Bank Environmental and Social policies and the Rules,
Acts, and Legislations of Republic of Liberia; Knowledge on environmental and social impact assessment, and able to formulate
environmental management plans; Possess a strong academic background, at least a Master’s Degree, in Environmental Science/Engineering Courses, Environmental Impact assessments, Hydrology, and related fields of study; Possess good oral and written communication skills and fluent in English; Strong interpersonal relations and ability to work in multidisciplinary teams; A drive for results while working with limited supervision and under tight timelines; and Willingness to conduct field travels. Ability to work effectively and independently with limited supervision.

TERMS OF REFERENCE (ENVIRONEMENTAL SAFEGURD SPECIALIST)
1. Background
The Government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA)
is commencing the preparatory process for the ‘Sustainable Management of Fisheries Project”
(LSMFP) with funding from the World Bank Group. This Terms of Reference (ToRs) has been
prepared for the recruitment of an Environmental Safeguard Specialist position to be stationed at
the LSMFP/NaFAA, in Monrovia.
The project will support sustainable management of the fisheries resources through
strengthening of NaFAA’s capacity to manage selected fisheries, and improve handling of
catches at selected landing sites. Specifically, the project will support the construction of an
integrated fisheries hub at Mesurado and improve road access; construct a new head quarter for
NaFAA in Monrovia; and construct 4 integrated landing and fish handling platforms in
Buchanan, Cestos, Greenville and Harper cities. The existing road connecting the site at
Robertsport and the canoe landing area will be further improved. The project will also
rehabilitate the Klay fish Hatchery in Bomi to establish an aquaculture research center.
2. Objective of the Assignment:
The objective of this assignment is to support the project team in effective identification of Environmental and Social Risks & Impacts, planning, implementation and monitoring of the safeguards measures and management plan as required by the Government of Liberia and the World Bank’s Environmental and Social Framework/ Policy for Investment Project Financing. This includes providing an overall environmental management oversight during the implementation of the project, supporting and advising the client in addressing a variety of environmental issues at all the stages of the implementation of the project and in environment related training/awareness raising and coordination activities.
3.0 Scope of Work and Task
The key duties and responsibilities of the consultant/specialist will include, inter alia:
Review and determine the extent of compliance with ESSs, including ability to clearly identify potential risks & impacts, and the procedures for screening sub-projects, public consultation, analysis of alternatives and other environmental concerns;
Provide technical guidance to project implementing agencies and other stakeholders on ensuring that relevant aspects of the environmental and social standards are implemented and adhered to;
Ensure adequate and updated environmental records and documentation (including
photographs) of works, sub-projects and stakeholders’ consultations are adequately kept;
Develop and implement systems and processes for environmental and social due diligence under the project and ensure their adequacy and compliance at all relevant ESSs;
Advice management on strategies for strengthening implementation of environmental
standards and practice; Review and monitor the implementation of environmental & social impact assessments (ESIAs) and the accompanying environmental and social management plans (ESMPs) as and when necessary depending on the need of the project; Lead in the conduct of spot monitoring of sub-projects and evaluation of ESS
compliance; Prepare and submit timely and regular progress reports indicating status of full
compliance with environmental and social framework/policy; and Perform other tasks as requested by the project team.
Core Competencies:
Sound technical knowledge in environmental compliance processes, particularly on the conduct of ESIA, environmental, social and management framework (ESMF), Environmental audit and ESMP processes; Adequate experience in addressing requirements for ESSs compliance; In-depth knowledge of environmental and cultural issues affecting the implementation of
infrastructure sub-projects in a variety of sectors; and Innovative, effective and with the capability to work under varying work assignments,
conditions and time pressures. Identify and analyze stakeholders and their concerns about the project, and lead
community engagement efforts and activities; Serve as the lead community liaison for the project and maintain close contacts with
local stakeholders and cultivate sustainable relation with them throughout the project life; Oversee the implementation of the project and ensure that public complaints about the
sub-project activities are adequately addressed and documented; and Initiate and perform other related tasks as may be necessary for the successful
implementation of the project.
4.0 Required Qualification, Experience & Competencies
The ideal candidate is expected to have the following qualifications:

5. Duration of the Assignment
Twelve (12) months Fixed Term Appointment (FTA), subject to review and possible extension, based on satisfactory performance and availability of funding.
6. Reporting Arrangement
The Environmental Safeguards Specialist will report to the Director-General of the National Fisheries and Aquaculture Authority through the Coordinator of LSMFP.
7. Duty Station: LSMFP/NaFAA, Monrovia, Liberia and may need to travel outside as and when needed for the project.
