The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group towards the preparation and implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and desires to apply part of the proceeds towards eligible payment of the services for recruitment of consulting firm to redesign NaFAA website.
The objectives of the assignment
The overall objective of this assignment is to redesign a modern, user-friendly corporate website for the National Fisheries and Aquaculture Authority (NaFAA). The redesigned website shall serve as a dynamic, accessible, and visually cohesive digital platform that reflects the Authority’s mandate, enhances public engagement, and improves access to vital information and services.
Qualification Requirements and Composition of Consulting firm: The minimum requirements for the firm:
•Legally established business in Liberia for at least 10yrs or have a local majority partner (business) who has been legally registered in Liberia for over 10yrs.
•Demonstrate at least 10 years of relevant experience doing work for the government of Liberia especially or in Liberia generally.
•Successfully completed the development and hosting of at least four (4) websites with the gov.lr, edu.lr domain extensions for the government of Liberia (MACs) or profit/non-profit institutions in Liberia within the last five (5) years (as the main solution provider or main contributor in a joint venture).
•Work involving integration with national government platforms, such as ID verification systems, payment gateways, or centralized data repositories (e.g., Liberia e-Gov systems or equivalents).
•Successfully completed the development of at least one inter-agencies dashboard, interactive web-based platform or any similar interactive, real time online platforms for the government of Liberia (MACs) or profit/non-profit institutions in Liberia within the last five (5) years (as the main solution provider or main contributor in a joint venture).
•Demonstrated experience implementing data privacy, user consent mechanisms, and cybersecurity protocols in line with national and international standards (e.g., GDPR, ISO 27001, or similar).
•Experience integrating secure forms, encrypted data transmission, and role-based content management and access controls.
•Demonstrated ability to build digital platforms accessible to users with disabilities (e.g., screen reader compatibility, keyboard navigation, color contrast design).
•Demonstrated ability to provide structured post-deployment support, including preventive maintenance, bug fixes, and service level agreements (SLAs) for downtime and critical issues.
