Assignment Title: Consulting Services for the Design and Supervision of Works for the Construction
of the Fisheries and Aquaculture Demonstration Center, Department of Fisheries and Aquaculture
Sciences (DoFAS), University of Liberia, Fendell Campus
The government of Liberia through the National Fisheries and Aquaculture authority (NaFAA) has received
support from the World Bank Group toward the preparation and implementation of the, “Liberia Sustainable
Management of Fisheries Project (LSMFP)”. The project development objective (PDO) is to improve the
management and utilization of selected fisheries. The Project has 5 Components of which Component 3
focuses on supporting aquaculture growth through the rehabilitation of government hatcheries (including
Klay Hatchery), development of research facilities, and introduction of best practices for feed, fingerlings,
and disease control.
Component 3, the University of Liberia (UL), through its Department of Fisheries and Aquaculture
Sciences (DoFAS) at the Fendell Campus, is leading a flagship initiative to establish a Fisheries and
Aquaculture Demonstration Center. This center is envisioned as a model facility to strengthen academic
training, applied research, and practical extension services for aquaculture development in Liberia.
The Demonstration Center will provide hands-on training for undergraduate students, serve as a research
hub for aquaculture systems and technologies, and act as a community outreach platform for local farmers
and practitioners. To ensure successful implementation, NaFAA and UL are engaging the services of a
qualified consultant to deliver both the detailed design and the construction supervision of the
Demonstration Center. This approach guarantees that the project will be supported from conception through
execution and commissioning, in compliance with national standards, international good practices, and
World Bank safeguards requirements.
