DEPUTY DIRECTOR GENERAL/TECHNICAL SERVICES

 Hononorable Boeh is the immediate deputy Head of the National Fisheries and Aquaculture Authority. He was appointed in February 2018 by H.E. Amb. George M. Weah, President of the Republic of Liberia. For over ten years, he’s been working with the Sector in various positions ranging from Deputy Coordinator to Director of Fisheries of the former Bureau of National Fisheries. Such enriched work experience with various groups in the Regional Fisheries Management Organizations (RFMOs), relevant government Ministries and Agencies and the local communities has enabled him to build up the ability to transform research into fishery policy and management plans; hence, the strategic facilitation of the reform of the fisheries management process in accordance with UNCLOS for the sustainable development of the sector. He has a Masters degree in Marine Affairs and Fisheries Management from the University of Philippines, with specialization in Fisheries Management, Governance and Public Administration. He has vested interest in Fisheries Development Programs, Food Nutrition for poverty reduction and Monitoring Control and Surveillance coupled with developing policy and guidelines in line with the Sustainable development goals # 14; the protection of lives below waters. He has an Undergrad Degree in Mathematics and Physics and is also a GIMPA trained Project Manager and Public Administrator.

DEPUTY DIRECTOR GENERAL FOR ADMINISTRATION

Honorable Manoballah is the third immediate deputy Head of the National Fisheries and Aquaculture Authority, appointed in February 2018 by H.E. Amb. George M. Weah, President of the Republic of Liberia. He bags wealth of public and private sector experience as a Finance and Administrative Manager, offering over nine years of successful financial and managerial expertise specializing in financial reporting, budgeting, organizational management, monitoring and evaluation, and asset management. He has a solid business background with strong knowledge of financial analysis, market research and analysis, GAAP, business planning, risk management and QuickBooks accounting system. With a Master Degree in Ports and Shipping Administration from the Regional Maritime University in Accra (2013), he possesses technical knowledge of maritime administration, marine operations and logistics, marine insurance and maritime law, ports and ship management, and maritime safety and environmental protection. He is credited for his extra skills in mediation and problem-solving, effective management, technical and supervision, group management and representation, as well as good oral and written communications skills. He’s also a Candidate for Master in Public Policy and Administration at the Carleton University in Canada and has a BBA in Accounting from the AME University in Monrovia (2010). In his quest to further develop his professional career, he has bagged several Professional Training Certificates to include: Training in Int’l Public Sector Accounting Standards (IPSAS)-MFDP, Training in Employability Skills-SPARK Liberia, Training in Investment & EntrepreneurshipTICEIT Foundation Accra, Training in Responsible Leadership on Transparency and Good Governance-YALI Network, among others.

DIRECTOR GENERAL

Born as a native of the oldest independent Republic in Africa, Liberia, Mrs. Emma Metieh-Glassco is an achieved young Ocean Governance Expert with wealth of experience (over eight years) and knowledge in both fisheries and maritime sectors. She obtained her Master of Science (MSc) in Maritime Affairs with emphasis in Ocean Sustainability Governance and Management from the World Maritime University (WMU) in Malmo, Sweden, where she extensively covered the United Nations Convention on the Law of the Sea (UNCLOS) and other related maritime course modules such as International Maritime law and Policy etc. The WMU is a prestigious maritime university established since 1983, under the auspices of the International Maritime Organization, a specialized agency of United Nation. She also obtained a diploma in Ocean Governance and Sustainable Fisheries Management in Australia from the Australia National University (ANU). At ANU she was afforded an opportunity to visit Rhodes University in Mauritius, East Africa, where part of the training on Sustainable Fisheries Management was conducted. As a maritime professional, Madam Glassco, serves her Internship at the International Maritime Organization (IMO) Headquarters, London, United Kingdom. During her internship, she was privilege to serves as a National Observer at high level international conventions working sessions such as, the 71st session of the Maritime Environment Protection Committee (MEPC) organized by the International Maritime Organization (IMO), the 67th session of the Technical Cooperation Committee (TCC) organized by the International Maritime Organization (IMO) as well as the Abidjan Convention Cop12 in Ivory Coast, West Africa.

Mrs. Glassco, conducted a research paper on “Challenges caused by Illegal Unreported Unregulated Fishing (IUU) in the offshore for Liberia's Fisheries based on a global review and analysis’’ as partial fulfillment of a MSc degree at the World Maritime University. Also as partial fulfillment of Bachelor of Science (BSc) degree obtained in Zoology, from the University of Liberia (UL), she also conducted her research on Prevalence and Predisposing Factors of Acute Watery Diarrhea in Slipway Community in Liberia”. These were her two major publications apart from other articles written in a magazine “Liberia Travel and Life Magazine’’

Premised on her concrete academic credentials, professional competence and personal skills, the President of the Republic of Liberia, His Excellency Amb. Dr. George Manneh Weah reposed his explicit confidence in her person, through a Presidential appointment in February 2018 to serve as the Director General and Chief Executive Officer of the National Fisheries and Aquaculture Authority (NaFAA), a regulatory body and revenue generating arm of the government of Liberia; being one of privileged few to have received a national mandate following the President’s inauguration on 22nd January 2018.

Who we are

The National Fisheries & Aquaculture Authority (NaFAA) was created by an Act of National Legislation on October 9, 2017. It functions as a fully-fledged autonomous body pursuant to the Public Authorities Law of the Republic of Liberia. NaFAA has its roots in the erstwhile Bureau of National Fisheries, which operated as a unit within the department of Technical services of the Ministry of Agriculture from 1956 to 2017.

To harmonize the varied and numerous long-term expectations of the primary, secondary and tertiary stakeholders, and recognizing the strengths, weakness, opportunities, and threats of the fisheries sector, a clear and unambiguous vision statement is crystallized as follows:

A modern, vibrant and sustainably managed fisheries sector, capable of:

• providing increased profitable fisheries employment opportunities while offering an enabling environment for upgrading technical skills for enhanced value-added fisheries vocations;

• engaging participatory fisheries management institutions based on community and stakeholder structures for the creation of opportunities for socio-economic development;

25 NAFAA Staff Leaves for China
