To Design, Develop, Configure and Setup a Web Based Automation System with Online Application Portal for Issuing Secure Tamperproof Licenses and Permits

1. The National Fisheries & Aquaculture Authority (NaFAA) has received financing from the World Bank toward the cost of the Liberia Sustainable Management of Fisheries Project (LSMFP), and intends to apply part of the proceeds toward payments under the contract: To Design, Develop, Configure and Setup a Web Based Automation System with Online Application Portal for Issuing Secure Tamperproof Licenses and Permits: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.” 

2. The National Fisheries & Aquaculture Authority (NaFAA) now invites sealed Bids from eligible Bidders To Design, Develop, Configure and Setup a Web Based Automation System with Online Application Portal for Issuing Secure Tamperproof Licenses and Permits1. 

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Project Implementation Unit, 1st Floor, NaFAA Technical Office, Mesurado Pier, Freeport, Bushrod Island; and inspect the bidding document during office hours 0900 to 1700 hours. 

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100.00 (One Hundred United States Dollars). The method of payment will be direct deposit. The banking details will be provided upon request. The bidding document will be furnished upon presentation of payment receipt through soft or hard copies. 

6. Bids must be delivered to the address below on or before September 1, 2020. Due to the Covid 19 Pandemic, Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of Bidders’ designated representatives and anyone who chooses to attend via skype or video call, or should share link/means of contact at the address below on September 1, 2020 at 11:00 am on the same day. 

7. All Bids must be accompanied by a “Bid Security” from a reputable bank in the form of a 

Bank Guarantee as stated in the bidding document.
