This plan is anchored in best practices for fisheries governance, evidence-based stock assessments, and Liberia’s broader goals for economic growth, food security, and marine conservation.

The foundation of this management plan is informed by the latest independent stock assessments conducted in 2019 and 2024, which show that the latest biomass of pelagic and demersal species at 94000 tons and 254502.95 tons respectively. Additionally, the time series data of catch and effort were used in the Monte-Carlo model (CMSY) and the Bayesian Schaefer Model (BSM to estimate fisheries management reference points, such as MSY, FMSY, BMSY and other parameters for eight species (Pseudotolithus spp, Cynoglossus spp, Galeoides decadactylus, Lutjanus spp, Alectis alexandrinus, Sardinella spp, Caranx spp, and Ilisha Africana). The model was selected because the data was poor and inadequate. The Monte-Carlo approach to estimating key fisheries management reference points, such as the maximum sustainable yield (MSY), is widely acceptable for data-limited stocks.
